Agenda 1.
JRM reviewed actions taken by him during his visit to Shillong. He stated that although all Government Officials and allied Officers had all been very supportive and committed to providing all support for holding the Seminar, there was a need to follow up and get firm commitments from concerned Officers with regard to subsidising payments for booking of Convention Centre, undertaking responsibility for paying for catering services ( lunch for all and two time serving of tea and snacks) and pay for suites booked in Pinewoods premises.
JRM also stated that a meeting had been held with the Governor of Meghalaya at Kolkata and he had also assured that he would attend the Seminar and deliver his address. Request was also made to him to give suitable directions to CM/ State Officials to sponsor most events and services so that the Seminar was projected with adequate funds at our disposal. JRM stated that a meeting had been held at his residence on24 October 2018, attended by AR, NSM and Mrs Karuna Singh(KS) where KS had been briefed to proceed to Shillong on 31 October to coordinate all aspects of conduct of Seminar to include firm commitments for sponsorship, availability of accommodation, availability of transport, booking of Convention Centre, catering services and finally audience participation ex University Staff and Students, NCC Students, Armed Forces Personal etc,Full details of her coordination points has been recorded in minutes of the meeting which is also being forwarded to all along with minutes now of 26th October. KS will be back on 04 Nov and will brief all concerned during next meeting.
Agenda 2.
ADG stated that he had contacted all identified panellist and speakers including moderators for each session and he was confident that our requirement for high profile participants will be made. He stated that as of now the Governor, CM Meghalaya, Power Secretary of Meghalaya and representatives of the state of Assam, Arunachal Pradesh, Tripura and Mizoram will participate. JRM Stated that we should try and get speakers with background and specialisation
in Oil, Shale Oil, Coal , Hydro Energy and Solar Energy so that a holistic overview is projected of all available energy resources in the North Eastern States. ADG stated that at the next meeting
he would give names of all participants. AR confirmed that Dr. Lydia Powell an energy expert based at Delhi has also confirmed participation.
Agenda 3.
ADG mentioned that amongst the sponsors. firm commitment has only been given by Oil India and Numaligarh Refineries for Rupees Two lakhs and Three lakhs respectively. The amount would only be given only after the event is over. Efforts were being made by RKD and ADG to obtain additional funds from other sources. Details will be given at the next meeting.
Agenda 4.
Minutes of the meeting held at the Residence of n 24 October is now forwarded to all. Details are self explanatory.
Agenda 5.
The Expenditure incurred on the following members associated with the conduct
of the Seminar will be borne by CENERS -K for their travel , transport,boarding and lodging and incidental expenses if any:-
AR,JRM,AR,RKD, ADG,NSM and KS. Expenses will also be made for invited participants whose list is to be finalised in the next meeting.
Share of boarding and lodging of spouses and family members are required to be deducted by members while claiming reimbursement. All payments for boarding and lodging will be cleared by members and reimbursement claimed. Bills of Invited participants will be cleared by NSM.
Consolidated transport bill, caterers bill and bills of other vendors will be paid by NSM and summary of vouchers submitted to VP Finance on completion of the Seminar.
Agenda 5.
HM stated that all suggestions and inputs from members have been received and the Perspective Document will be presented in January end. He requested SNM to follow up on completion of accreditation of the journal and also to set up a peer group panel for vetting Research Papers and Articles.
Any Other Point
As a follow up to VP Finance’s request to AR , the latter stated that SBI, Survey Park, Manager had been explained the background of SB-A/c. The Manager spoke about the 2013 Circular, AR explained to him the status of being a Charity and tax exempt org. The Mgr said that for the time being status quo ante can continue, until fresh instructions are received, by that branch.

All GC Members are informed that the next meeting for final coordination for conduct of Energy Seminar at Shillong will be held at AOI Veterans Lounge at 11 A.M. on 09 November 2018
