⮚ Paradoxical Improvement – Non-farm sector not grown significantly, 90% workers engaged in informal work, regular employment decreasing, lack of basic digital literacy skill, etc.
⮚ Declining Wages – 62% farm labour and 70% construction labour did not receive prescribed daily minimum wages in 2022.
⮚ Fast Changing the Structure of Industrial Employment – Automation Control requires special skill training.
⮚ Migration likely to Increase – Expected migration rate in 2030 at 40% with urban population reaching to 607 Mil.

⮚ Marginal Farmer (Upto 2.5 acres)-Self Employed – Farming & Animal Raising. ⮚ Small Farmer (+2.5 upto 5 acres)-Self Employed – Farming & Animal Raising. ⮚ Landless Labour–don’t own land, work temporarily on other people’s land. ⮚ Migrant Labour – Move from home in search of casual labour employment. ⮚ Skilled Worker– Self-employed in rural areas having specialized training. ⮚ Semi-Skilled – Self-employed with adequate knowledge of multiple jobs. ⮚ Unskilled Worker – Casual job in rural areas with no particular skill.
⮚ Agriculture Labour – 13Cr Male & 6Cr Female in rural & 88 L in urban areas

⮚ Unemployment Rate in last 10 yrs– Min 5.27% (2019) & Maxm. 8% (2020/23). ⮚ Unemployed youths (20 – 24 yrs) – increased to 44.49% (Oct-Dec’23) from 43.65% (July-Sept’23).
⮚ Unemployed youths (25 – 29 yrs) – increased to 14.33% (Oct-Dec’23) from 13.35% (July-Sept’23).
⮚ Self-Employment – Increased to 57.3% in 2024 from 55.8% a year ago. ⮚ Unemployed Workforce – Almost 83% youths & youngster with Secondary or HS increased from 54.2% in 2000 to 65.7% in 2022 of total unemployment. ⮚ Labour Force Participation – Increased in 2022 but still low vis-à-vis 2000.
⮚ Lack of Digital Skill – 75% unable to send mails, 60% unable to copy/paste & 90% unable to work on excel sheet.
⮚ Unorganized Workers’ Contribution – almost 50% to GDP. But only 6% covered under Social Security. An elaborate plan to design to cover 100% unorganised workers under Social Security.
⮚ Workforce Engaged in Agriculture – 44% but produces only 17% of output. ⮚ Working Contract of Migrant Labour – 62% not having working contract, 49% not entitled paid leaves, and 53% do not get any social security benefits.

⮚ Selection of Villages in each District:- GoI to identify initially 3 or 4 Villages having about 400 acres of farmland mainly owned by marginal & small farmers in each District to promote ‘FPOs’, who will agree to offer their land for joint cultivation on 25 years lease against an agreed annual lease rent (Rs./decimal) paid in advance.
⮚ Formation of 2500 FPOs: GoI to invest 5% project cost as equity, say, Rs.6Cr/ FPO in promoting 2500 FPOs in 766 districts with a budget of Rs.15000 Cr to build confidence in farmers.
BRIEF PROPOSAL
⮚ Professional Management Team (PMT): GoI to select 2500 Nos. PMT and/or Agri-Start-ups through tendering who will be given full responsibility to run the management of the ‘FPOs’ under a profit sharing agreement.
⮚ Selection Criteria of PMT: Consisting of Agriculture, Animal Husbandry, Food Processing, Economist, HR, Store, Chemist, Marketing, CS, CA, CMA, IT, etc. experts. Besides sharing of profit with the ‘FPO’, the monthly consultancy fees of the Management Team will be reimbursed by the FPO.

✔ Total Capital Outlay – Rs.119 Cr including Rs.27.5 Cr Working Capital; ✔ Total Direct Manpower – 441 (Gross Salary – Rs.10-50K/m);
✔ Indirect Manpower – 509 (Gross income – Rs.25K/m);
✔ Total COP – Ra.41 Cr;
✔ Total Net Realization – Rs. 91 Cr; ✔ Total PBIDT – Rs.50 Cr.
GoI BUDGET COMMITMENT
✔ In the 2024 Budget central government may allocate Rs.15000 Cr for promoting 2500 unique Farmer Producer Companies for carrying out joint cultivation where the Central government will invest 5% of Project cost, say, @ Rs.6 Crore as equity to build confidence in farmers of FPOs.
✔ GoI to earmark Rs.3 lakh Crore Agriculture Credit Fund exclusively for project funding in 2500 Producer Companies in 2024 Budget for their 1st year of operations.
